dbfix.americanancestors.org is production environment and currently it is pointing to development server (.241) for ProfileDB and that is why it is showing the users are not authorized. Change the database pointing from .241 to .199 on the line given below in web.config file for dbfix.americanancestors.org (D:\Legacy\Source\NEHGS.Web)
